The amendment BROADENS the bill's scope by expanding it from only restricting covenants in small municipalities (under 3,000 population) to all medically underserved areas, communities, or counties designated by the Department of Health under federal law, and by explicitly including residential property alongside commercial property in the healthcare use protection.
