South Dakota now requires electric vehicle owners to pay an annual $100 fee when they register their vehicles each year, in addition to regular license fees. The money collected goes into the state highway fund. This fee applies to battery-powered cars and trucks designed for public roads but excludes electric motorcycles.
The amendment clarifies the definition of "electric motor vehicle" by specifying that electric propulsion must be the *only* source of propulsion (not just *a* source), and makes minor technical corrections by changing "shall" to "must" throughout and updating regulatory language from "included" to "provided in." These changes NARROW the bill by making the electric vehicle fee apply only to pure electric vehicles, excluding hybrids.
The amendment doubles the annual electric vehicle registration fee from fifty to one hundred dollars while making several technical corrections to the bill's language (replacing "shall" with "must," clarifying definitions, and fixing citation formatting). This change STRENGTHENS the bill's revenue-generation purpose by increasing the fee collected for the state highway fund.
