The amendment adds new transparency and voter control requirements to school district excess tax levies by requiring districts to specify the total maximum dollar amount and duration of the levy in both the resolution and election ballot, and by clarifying that excess tax levy decisions must be referred to voters through a formal election process conducted under state election law. This STRENGTHENS the bill's original purpose by substantially expanding disclosure requirements and ensuring voters have complete information about the full financial commitment they are authorizing.
