This WEAKENS the bill's original anti-conflict-of-interest purpose by making the restriction easier to avoid for lower-value contracts and adding a discretionary exemption process.
The amendment STRENGTHENS the post-employment restrictions by lowering the contract value threshold from five million dollars to one million dollars for determining whether a former state officer must wait one or two years before being employed by a contract recipient, making the cooling-off period apply to more contractors. The amendment also removes an exception that would have allowed the governing body to authorize such employment under certain circumstances.
