Changes and clean up for the State Plumbing Commission

A majority of the changes are clean up work making sure the wording from the laws conform with the wording found in rules and a little reorganization. The big change is that the fees are being increased for licensees, the fees are being increased for residential inspections, and an annual fee is being created for apprentices.
