Acceptable payment in the amount computed at the rate of one dollar per acre, plus a minimum bonus calculated as provided in §§ 4:01:01:06 and 4:01:01:07 for each tract of land in each county, shall accompany each application, and this amount shall be forfeited if the applicant is the successful bidder and fails to execute the lease.
