The applicant must personally appear before the board. The board may approve an application for a rodeo stock transportation permit if it finds that: (1) The applicant is a bona fide rodeo producer; (2) The applicant is the owner of the rodeo stock and the rodeo stock bears the applicant's registered brand; (3) There is an additional means of permanent, individual identification of the rodeo stock, including tattoos, number brands, or photographs; (4) The applicant has no history of violating ownership or inspection requirements; and (5) The applicant consents to the random inspection of the rodeo stock at any time during the term of the permit as a condition of the permit.
