If an otherwise correctly returned checkoff fee refund application does not meet one or more of the requirements in § 12:19:03:01, the council shall return a copy of the application to the grower with a written notice of correction containing a statement of the additional information required. If the application is corrected and returned to the council within 30 days after the receipt of the notice of correction, the council shall refund the checkoff fees according to SDCL 38-32-20.
