of existing permitted bulk commercial fertilizer storage facility. An operator of an existing permitted bulk commercial fertilizer storage facility must notify the secretary of the Department of Agriculture and Natural Resources, in writing, before making any alterations, other than routine maintenance, to the existing permitted facility.
