Terms used in this chapter mean: (1) "Flock," all sheep and goats on a premises or multiple premises with movement or exposure of sheep and goats between premises; (2) "Scrapie," a nonfebrile, transmissible, and insidious degenerative disease affecting the central nervous system of sheep or goats; and (3) "Scrapie eradication program," the cooperative state-federal program administered by United States Department of Agriculture, Animal and Plant Health Inspection Service, and consistent states, to control and eradicate scrapie, as defined in 9 C.F.R. Part 79 (January 1, 2025);
