17:10:02:02Filing and notice.

If filing with or giving notice to the department, a copy of the notice of filing must be mailed or delivered in person to the department at its principal place of business. The date of the filing or notice, unless otherwise specifically provided in this title, is the date on which the document is received at the principal place of business of the department.
