of the commission to adopt rules governing the mutuel department. The commission shall be empowered to direct the licensed facilities to adopt, subject to the approval of the commission, such rules and regulations and to install such methods and system of operating the mutuel department as may be deemed necessary so as to insure compliance with the law, and the rules and regulations of the commission.
