20:04:20:19Association to report officials to the

commission. At least 30 days prior to the first day of a race meeting the association shall submit in writing to the commission the names of all racing officials engaged for the meeting. No racing official may act until he has been approved and licensed by the commission. If an approved racing official is incapacitated, the association may, with the approval of the commission, appoint a substitute.
