20:04:20:39Jockey room custodian to control access to the

jockey room. The jockey room custodian shall admit no person, other than racing officials, the commission or its representatives, and the necessary jockey room attendants, to the jockey room on a day of racing without expressed permission of the stewards for each time of entry.
