20:04:20:84Starter to notify stewards when a horse is

locked in the gate. If a horse is locked in the gate, the starter shall immediately notify the stewards, who in turn shall immediately notify the manager of the pari-mutuel department. If no head on file is available for stewards to view, the starter is the sole judge of what horses are prevented from starting in a race through failure of gates to open simultaneously.
