20:04:20:92Starter's orders to be obeyed.

All jockeys, trainers, owners, grooms, and assistant starters must obey the orders of the starter during the loading of the starting gate and the starting of the race. The starter shall give all orders and take all measures necessary to ensure a fair start. Persons who do not comply with the starter's orders may be fined or suspended or both.
