Emergencies -- Suspensions. In case of emergency, a trainer or jockey may be permitted by the stewards to pursue his vocation pending action upon his application; but a jockey or trainer who was suspended or ruled off and subsequently reinstated after the expiration of his license may not pursue his vocation until a license has been granted.
