20:04:21:42Penalty for owner's failure to pay jockey fee.

The owner of a horse which is prevented from starting in a race because of the owner's failure to pay the jockey fee for that race or because of arrears against the owner or his horse is liable for any declaration fee, and he and his horse shall be suspended until the fees are paid.
