20:04:24:61Age limit on starting horse -- Exception.

No horse is qualified to be entered or to start after it reaches the age of 13; however, if a horse has won, placed, or shown at least one race during the preceding year on a track recognized by the commission, then it may, by permission of the stewards, be permitted to be entered and to start.
