20:04:26:22Entering a horse subject to another claim

prohibited. A person who enters or allows to be entered in a claiming race a horse against which a claim, mortgage, bill of sale, or lien of any kind is held shall be ruled off, unless before entering the horse the written consent of the holder of the claim is filed with the racing secretary of that meeting.
