taken -- Penalty for failure to appear. The owner, the trainer, or an authorized representative must be present when a saliva, urine, or other specimen is taken from his horse and shall remain until the specimen is sealed and the official form signed by him as witness to the taking of the specimen. Willful failure to be present at the taking of a specimen, a refusal to allow its taking, or any act or threat to impede, prevent, or otherwise interfere with its taking shall subject a person to a fine or suspension.
