The board of stewards shall consist of two state stewards and one association steward. The board of stewards shall hear all rule violations, riding infractions, or other licensing or disciplinary actions. If it is necessary for the board of stewards to hold a hearing at a location other than on the grounds of the association, the commission shall reimburse the two state stewards and the association shall reimburse the association steward for mileage, per diem, and lodging at the rate established by the Board of Finance for state employees.
