Certified mail sent to the permanent address as listed on a license application of any licensee, whether delivered or returned to the commission for whatever reason, constitutes reasonable notice under SDCL 1-26 for administrative, licensing, or disciplinary action by the commission pursuant to SDCL 42-7 and this article. The application form shall include a statement containing the information.
