20:04:30:31Effect on wagered money when horse is left at the post.

If a horse is left at the post there shall be no refund, but if one or more horses is prevented from leaving the post because of being locked in the gate, all money wagered on those horses locked in the gate shall be deducted from the pool and refunded.
