20:04:30:37Pool apportionment when no money wagered on winning horse to win.

If a horse wins and there is no money wagered on him to win, the straight pool shall be apportioned among the holders of the place tickets on that horse, if any. If there are no holders of place tickets, the straight pool shall be apportioned among holders of the show tickets.
