No pari-mutuel tickets may be sold except through regular ticket windows or pari-mutuel terminals approved by the executive secretary. Each ticket sale must be a cash sale. A valid winning ticket or a credit voucher issued by a pari-mutuel machine from the same facility may be considered cash for purposes of this section.
