If a multi-jurisdictional totalizator hub licensee fails to carry out the provisions set forth in its operating plan as approved by the commission, or ordered by the commission in the timeline set forth in the commission’s order, or violates any South Dakota Commission on Gaming rule, or any state or federal statute the commission may either suspend or revoke the license of the multi-jurisdictional totalizator hub or its employees or fine the licensee, or both.
