Rulemaking activity
The hub licensee shall submit a copy of each proposed business contract to the executive secretary. The executive secretary or the commission may approve or deny any hub contract and require changes in the contract before participation by the licensee is allowed. The executive secretary or the commission may require a licensee to terminate participation in a contract.
