to provide required forms. Failure of an insurance agent to provide any forms required by this chapter is a violation of this state's Unfair Trade Practices Act. Failure of a direct response insurer to provide any forms or failure to maintain any files required by this chapter shall be viewed by the division as contrary to the public interest.
