of violation. A covered person may request a written explanation of the violation from the health carrier. The health carrier shall provide the written explanation within ten days of receiving the request. The written explanation shall include a specific description of its bases, if any, for asserting that the violation does not deem the provisions of SDCL 58-17I-1 to 58-17I-16 have been exhausted.
