A petition for a declaratory ruling shall be filed with the authority in substantially the following form: SOUTH DAKOTA HOUSING DEVELOPMENT AUTHORITY Pursuant to the provisions of SDCL 1-26-16, I (name of petitioner), of (address of petitioner), am (title or capacity of petitioner), and do hereby petition the South Dakota Housing Development Authority for its declaratory ruling in regard to the following: (1) The State statute or South Dakota Housing Development Authority rule in question is: (identify and quote the statute or rule in question).
