Rulemaking activity

Each telecommunications company in the state shall fairly, and without discrimination, administer a credit policy that is easily understandable and that extends telecommunications service to as many South Dakotans as possible. The essential ingredient in each telecommunications company's administration of its credit policy, as specified in this chapter, is the equitable and indiscriminate application of that policy to all applicants for service and subscribers throughout its service area without regard to the economic character of the area or any part of it and without regard to the collective credit reputation of the area in which the applicant for service lives.
