Rulemaking activity

A telecommunications company may not disconnect service to a subscriber solely on the following grounds: (1) Failure of the subscriber to pay for merchandise, pay-per-call charges, or special services purchased from the company. Special services do not include charges for telephone installations or moves or other acts performed in accordance with tariff filings; (2) The subscriber's failure to pay for a different class of telecommunications service received at a different location; or (3) The subscriber's failure to pay a bill for which the subscriber is a guarantor.
