A notice of a proposed change of rates and charges or rules and regulations shall be exhibited in a conspicuous place in the business offices of the utility in the territory affected for at least 30 days before the date the change becomes effective. The notice shall state that proposed rates and rules and regulations are available in that office for inspection.
