Bills for service shall be based on meter readings, estimated usage or a planned combination of meter readings and estimated usage and computed in accordance with applicable rate schedules on file with the commission. If a customer is eligible to receive service under more than one rate, the utility, upon notice of this fact, shall advise the customer of all alternatives.
