Rulemaking activity

A utility shall not disconnect service to any customer solely upon any of the following grounds: (1) The customer's failure to pay for merchandise or special services purchased from the utility; (2) The customer's failure to pay for a different class of utility service; (3) The customer's failure to pay a bill for which the customer is a guarantor.
