If it becomes necessary to use an assigned N11 dialing code for an area code pursuant to a determination by the North American Numbering Plan (NANP) administrator, if the Federal Communications Commission (FCC) determines the assigned N11 dialing code is required for a national service, or if the commission determines, after notice and opportunity for hearing, that an assigned N11 dialing code is required for a higher public interest, the assignment shall terminate on the date specified in the notice from the NANP administrator or the FCC or in the commission's order.
