20:10:31:07Objection to assessment.

A pipeline operator who objects to an assessment within thirty days after the assessment is mailed may withhold the amount of assessed charges in dispute, without penalty, while a complaint is pending before the commission. If a pipeline operator appeals the commission's decision, the operator shall pay the disputed amount, subject to refund, to the commission.
