of written comments on negotiated agreement -- Submission of response. Any person may comment on a negotiated agreement submitted to the commission for approval by filing written comments with the commission and each party to the agreement no later than 20 days after the agreement is submitted to the commission. Any party to the agreement may file written responses to the comments within 20 days of service of the comments.
