of mediation -- Settlement proposals. Each commission staff mediator shall keep confidential all information and records obtained in conducting the mediation. Only the parties to the negotiation may attend the mediation session unless each party consents to the presence of others. A commission staff mediator may not impose a settlement, but may offer proposals for settlement. After the mediation, each commission staff mediator and party shall return any information exchanged during the mediation to the owner of the information.
