of written comments on arbitration agreement -- Submission of response. Any person may comment on the parties' request for approval of an arbitrated agreement by filing written comments with the commission and the parties to the agreement no later than five business days after the agreement is submitted to the commission. Each party to the agreement may file a written response to the comments within five business days of service of the comments.
