carrier for unserved areas. If no telecommunications company will provide the services that are supported by universal service to an unserved community or any portion thereof that requests such service, the commission may determine which telecommunications company is best able to provide the service to the requesting unserved community or portion thereof and order the telecommunications company to provide service to the unserved community or portion thereof. Any telecommunications company ordered to provide service under this section shall meet the requirements of 47 C.F.R. § 54.201 (January 1, 2006) and shall be designated an eligible telecommunications carrier for that community or portion thereof.
