carrier status. If the commission finds, after notice and opportunity for hearing, that any telecommunications company designated as an eligible telecommunications carrier does not qualify as an eligible telecommunications carrier under 47 C.F.R. § 54.201 (January 1, 2006) and is not entitled to federal universal service support, the commission shall revoke the telecommunications company's eligible telecommunications carrier designation.
