20:10:36:46Failure to meet tier 3 criteria -- Minor

modifications. If the small generator facility fails to meet one or more of the tier 3 screening criteria, but the public utility determines that the small generator facility could likely be interconnected safely if minor modifications to the EDS were made, the utility shall offer the applicant a non-binding, good faith estimate of the costs of such proposed minor modifications and proceed with the minor modifications if authorized by the applicant.
