qualified testing professional or analyst. A person who does not satisfy the qualifications in § 20:10:39:07 or 20:10:39:08 may be determined by the commission to be a qualified testing professional or a qualified testing analyst if, on a motion of any party, the commission finds the person possesses the knowledge, skill, experience, training, or education that qualifies that person to offer expert testimony before the commission.
