If the secretary determines another state, territory, or the District of Columbia has substantially equivalent certification and licensure requirements, an applicant who is certified or licensed there may be issued a state-certified general, state-certified residential, or state-licensed appraiser credential under this article. To qualify, the applicant shall: (1) Submit an application on a form provided by the secretary; (2) Certify that the applicant is licensed or certified to appraise real estate in the applicant's home state or any other jurisdiction; (3) Certify that disciplinary proceedings are not pending against the applicant in the applicant's home state or any other jurisdiction; (4) Provide a signed sworn declaration; and (5) Pay the application fee prescribed in § 20:14:10:01.
