of officers -- Ability to hire and contract. The board shall elect one of its members as chair and another as vice-chair, for such terms and with such duties and powers as the board considers necessary for the performance of the functions of those offices. In carrying out the duties, functions, and powers of the board, the board may hire employees or contract with any state agency or private party for the performance of such duties, functions, and powers as the board considers appropriate.
