The president is the principal executive officer of the commission and, subject to the control of the commission, shall in general supervise and control all business and affairs of the commission. He shall preside at all meetings of the commission. All instruments executed by the commission shall be signed by the president or the vice-president in the absence of the president. The commission may specifically designate other duties to the president.
