and final inspection. No permittee may conceal any drainage, waste, or vent system until the final inspection has been completed and the inspector has approved that portion of the system. Backfilling is considered concealment. A system that has been conealed prior to inspection must be unconcealed by the permittee prior to an inspection. Upon completion of the entire drainage, waste, or vent system a final inspection is required.
