Applicants for a plumber's license or contractor's license from out-of-state may take the examination upon showing by affidavits the same qualifications in the state from which the applicant comes that are required of applicants from South Dakota. The secretary-treasurer shall investigate the truth of such affidavits. Application blanks may be obtained from the commission. A rejected application shall be treated as a contested case.
